1 pound ground beef (preferably lean, such as 80/20)
1 medium onion, chopped
2 cloves garlic, minced
1 can (15 ounces) diced tomatoes
1 can (8 ounces) tomato sauce
1 teaspoon Italian seasoning
1 cup frozen mixed vegetables (peas, carrots, corn)
1 bell pepper, diced
2 cups shredded cheddar cheese
1 cup shredded mozzarella cheese
4 cups cooked rice or pasta

Instructions
Preheat your oven to 375°F (190°C).
In a large skillet over medium heat, add the ground beef. Cook until browned, about 5-7 minutes.
Add the chopped onion and minced garlic to the skillet. Sauté until the onion is translucent, approximately 3-4 minutes.
Stir in the diced tomatoes (with juices), tomato sauce, Italian seasoning, salt, and pepper. Allow the mixture to simmer for about 10 minutes.
In a large baking dish (approximately 9x13 inches), start layering the casserole. Begin with half of the cooked rice or pasta.
Spread half of the beef mixture over the rice, followed by half of the frozen mixed vegetables and half of the diced bell pepper.
Sprinkle 1 cup of cheddar cheese and ½ cup of mozzarella cheese over this layer.
Repeat the layering process with the remaining rice, beef mixture, mixed vegetables, bell pepper, and top with the remaining cheeses.
Cover the baking dish with aluminum foil and bake for 25 minutes.
Remove the foil and bake for an additional 15-20 minutes or until the cheese is bubbly and golden brown.
Once done, remove from the oven and allow it to cool for about 10 minutes before serving.
