In a large skillet, heat the olive oil over medium heat. Add the chopped onion, garlic, carrot, and celery. Sauté for about 5-7 minutes until the vegetables are softened and fragrant.
Add the ground meat to the skillet, breaking it up with a spoon. Cook until browned, about 8-10 minutes. Season with salt and black pepper.
Pour in the white wine, scraping up any browned bits from the bottom of the skillet. Let it simmer for 5 minutes until the wine reduces slightly.
Stir in the heavy cream and milk, bringing the mixture to a gentle simmer. Reduce the heat to low and let it cook for 15-20 minutes, stirring occasionally to prevent sticking.
Meanwhile, cook your pasta according to package instructions until al dente. Drain and set aside.
Toss the drained pasta with the White Bolognese sauce, ensuring the pasta is well-coated. Serve immediately, garnished with fresh parsley.
